To a skillet on the stove over medium heat, add the ground beef. Break it up and cook it through, then remove any extra grease.
Add the cooked ground beef into a slow cooker.
In a small bowl, whisk together the soy sauce, beef broth, brown sugar, and minced garlic.
Pour the sauce into the slow cooker with the ground beef. Add the bell pepper, carrots, and onion, then stir everything together.
Cover with the lid and cook on LOW for 5 hours or HIGH for 3 hours.
30 minutes before serving, add the ramen noodles and discard the seasoning packets. Add the water, cover with the lid, and cook for 30 minutes, or until the ramen is cooked, stirring occasionally.
Top with green onions and sesame seeds if you like.
Notes
Cook the ground beef before adding it to the slow cooker.
Remove extra grease after cooking the beef.
Discard the ramen seasoning packets.
Add the noodles only during the final 30 minutes.
Stir occasionally after adding the noodles so they cook evenly.
Leftovers may thicken as the noodles absorb more liquid.
